Mr. D. J. Pandian is a Senior Officer belonging to the Indian Administrative Service, having more than 30 years of experience in Public Policy & Administration. He is currently the Principal Secretary to Government of Gujarat in Energy & Petrochemicals Department, which coordinates public & private sector power utilities to provide quality power at affordable cost to various consumers in the state. The department also facilitates industries in the entire value chain of the petroleum & natural gas sector i.e. upstream, midstream and downstream activities to secure the energy needs of the nation.
Prior to the current assignment, Mr. Pandian served as the Chief Executive Officer of Gujarat State Petroleum Corporation (GSPC) and its group companies for 8 years. During his tenure, he converted GSPC into a giant Oil & Gas company with presence in the entire Value Chain of Hydro Carbon Sector. He has developed an extensive gas grid network for transmission & distribution of natural gas throughout Gujarat. Through his visionary policies & programme implementation skills he has developed City Gas Distribution systems in most of the districts of Gujarat with active public & private participation. He was also instrumental in setting up a modern university (Pandit Deendayal Petroleum University) to provide highly skilled technical manpower to the industries in the petroleum and allied energy sectors. In his current assignment he is instrumental in setting up the biggest Solar Park in Asia.
Earlier Mr. Pandian worked as Deputy Secretary in Capital Market Division of Ministry of Finance, Government of India, New Delhi. During his assignment he was instrumental in liberalizing government policies for foreign capital inflow. His successful stint in the Ministry of Finance, Government of India enabled him for a special assignment with World Bank in Washington DC during 1998-2001.

Mr. Tapan Ray is the Managing Director of GSPC and holds degree in engineering from the Indian Institute of Technology, Delhi, post graduate in public policy from Princeton University, USA and a master in public administration from Syracuse University, USA. He also holds a degree in LLB (general) from MS University, Baroda and LLB (special) from Gujarat University, Ahmedabad, and diploma in International Law and Diplomacy from Indian Academy of International Law. He is a senior IAS officer having administrative and corporate experience of approximately 28 years. Mr. Tapan Ray was principal secretary (Economic Affairs), Finance Department in GoG from June 2006 to November 2009. He was a non-executive director of GSPC from the year 2006 to 2009. Mr. Tapan Ray was appointed as the Managing Director of GSPC on November 9, 2009.

Shri Petiwala Mohammed Amin is Secretary, Gujarat Energy Research and Management Institute who is also working as Chief Finance Manager, GSPC LNG Ltd., Gujarat, India.
He has 14 years of experience in Power / Infrastructure sector with focus on Project Finance, Corporate Finance, Commercial Affairs and Contract Management. He has worked with GSPC Group for more than 11 years in different capacities. He was member of the team to develop green field gas based power project of GSPC through its SPV company GSEG where he handled project finance, corporate finance, commercial and treasury functions. Apart from GSPC Group, Mr Amin has also worked with various other companies including Adventity, CRISIL, GPCL and Essar Steel.
Mr. Amin has completed MBA Finance, Electrical Engineering.

Dr. T. Harinarayana is the Director of the Gujarat Energy Research and Management Institute, Research Innovation and Incubation Centre, Gandhinagar, Gujarat. He holds two doctoral degrees in the field of Electromagnetics-one from Edinburgh University, UK & the other from Indian School of Mines, Dhanbad. He served earlier as Dy. Director at the National Geophysical Research Institute, Hyderabad for more than three decades. He is a leading Scientist, well recognized for his excellence in deep EM Technique- Magnetotellurics. He also holds the position of an Independent Director, Gujarat State Petroleum Corporation Limited, Gandhinagar, Gujarat.
Dr. T. Harinarayana is a member of the Russian Academy of Natural Sciences, Moscow. He has received the National Mineral Award-1991, the Andhra Pradesh Scientist Award-2008. While serving as Scientist-‘G’ and Head Magnetotelluric Division, NGRI, Hyderabad he became a fellow and a member of numerous national (IGU, AEG, APAS etc.) and international (IAGA, EMSEV etc.) scientific societies, academic forums and editorial boards of various techno-scientific journals of global importance.
His academic and research excellence created opportunities for him to serve as a visiting professor and scientist at the University of Tokyo, Japan and the University of Texas, USA respectively. He has also organized and chaired a large number of conference / seminars and technical sessions.

Dr. R. Gopichandran is Director In-charge, GRIIC & Principal Research Scientist, Environment and Climate Change Research Wing n GERMI, Research, Innovation and Incubation Centre, Gandhinagar, Gujarat, India. Dr. R. Gopichandran holds two doctoral degrees (Ph. D.) in Bio-sciences with specialization in Microbial Ecology and Chemical Ecology; following a Masters degree in Bio-sciences specializing in Environmental Sciences. He also holds a Bachelors degree in Law.
Dr. R. Gopichandran served as a Member of the Working Group on Natural Resources Management and Rainfed Farming for the Twelfth Five Year Plan, Planning Commission (Agriculture Division), Govt. of India). His contributions were mainly in the areas of chemical ecology and insect-host plant interactions and preventive strategies for integrated mitigation, adaptation and sustaining productivity.
He was associated as the Head of the Industry Initiative (Environment Management) Programme at the Centre of Environment Education, Ahmedabad since 1993. Prior to joining CEE, he served as a Senior Research Associate, Entomology Research Institute, Chennai, for a period of 4 years. He has also sustained academic interests through teaching and guiding research in premier institutions in India including - Indian Institute of Management, Ahmedabad, Indian Institute of Technology-Bombay and School of Planning at the Centre for Environmental Planning and Technology, Ahmedabad.
He has contributed mainly in the areas of Substitution of Ozone Depleting Substances, Ozone layer & Climate protection, Adaptation to Climate Change, Emission Reduction, Environmental Compliance and Chemical & Microbial ecology; with several well known publications to his credit.

Dr. Syed Zaheer Hasan is Principal Research Scientist in Petroleum Research Wing of GERMI, Research, Innovation and Incubation Centre, Gandhinagar, Gujarat, India. Dr. Zaheer served State Mineral Development Corporation for two years and before joining this institute he served USA based multinational service company where he was involved in laboratory R & D work providing solution to field related problems and job execution in well cementing and stimulation technology, and chemical quality control for all well operations. Here he applied for one patent towards the new technique to increase the shelf life of one of the well cementing additives.
His research achievements evidenced by the sanction of post-doctoral research fellowship by the Department of Science and Technology, Government of India under the young Scientist Scheme followed by research publications and active participation in conferences and seminars. Most recently he reviewed one manuscript on part of Indian National Science Academy. He is Fellow and member of various national and international scientific societies.
Currently he is involved in hydrocarbon research pertaining to basic studies of oil and gas displacement, reservoir properties, drilling and production, and methodologies to enhance the hydrocarbon recovery.

Dr. Omkar Jani received his B.S. in Electrical Engineering from the University of South Carolina, Ph.D. from the Georgia Institute of Technology in Electrical Engineering specializing in Photovoltaic Science and Engineering, followed by a Post-Doctoral Fellowship at the Institute of Energy Conversion, University of Delaware. Dr. Jani founded and was the Director of Kanoda Inc., USA, and Kanoda Energy Systems Pvt. Ltd., India, a complete solutions provider in photovoltaic energy.
Dr. Jani is currently the Principal Research Scientist, Solar Wing at the Gujarat Energy Research and Management Institute (GERMI) Research, Innovation and Incubation Centre, and a Visiting Faculty at the Pandit Deendayal Petroleum University. His current role involves establishment of a state-of-the-art research facility for solar energy research, development of applied research tracks, design and implementation of solar energy-related programmes, solar energy-related professional training; and solar cell/ module manufacturing and photovoltaic power project consultancy.
Among Dr. Jani’s current projects, he is the Principal Investigator for the ‘Gandhinagar Photovoltaic Rooftop Programme.’ This programme is an integral part of the Gandhinagar Solar City Initiative and will implement an integrated approach including (i) Technology, (ii) Legal and Regulatory, and (iii) Financial and Commercial components to deploy and sustain 5MW of solar photovoltaic rooftop systems in Gandhinagar. GERMI has hired the International Finance Corporation (IFC) of the World Bank Group, to assist in the programme. This programme is the first of its kind in India and aspires to work as a model for other cities. Dr. Jani is also concluding a project titled “Net-Zero Energy Consumption at Gujarat Energy and Petrochemicals Dept. Office,” which aims at demonstrating a ‘Standard’ photovoltaic system installation, while also developing a Remote Intelligent Monitoring system to administer the photovoltaic system. In addition, he is also heading various consulting projects for installation of megawatt-sized grid-connected photovoltaic power projects.
Dr. Jani’s technical interests are in the field of silicon solar cell technology, III-V solar cells, and approaches in high-efficiency and nanostructure photovoltaics with a broader goal of facilitating grid-competitive renewable energy. Technological projects in his portfolio include development of silicon heterojunction solar cells funded by the U.S. Department of Energy’s (DOE) Solar America Initiative (SAI) and development of wide-band gap III-nitride solar cells as a part of the Very High Efficiency Solar Cell (VHESC) consortium administered by the Defense Advance Research Programs Agency (DARPA). All these programmes have a direct implication on enhancing efficiencies and reducing costs of solar cells.
His other activities include chairing at IEEE photovoltaic specialist conferences, reviewing relevant publications for journals such as Applied Physics Letters, Journal of Applied Physics and Journal of The Electrochemical Society, and giving seminars on photovoltaic research and technology.

Mr. Behura is a Research Associate at the Solar Energy Research Wing of Gujarat Energy Research and Management Institute’s Research Innovation and Incubation Center (GERMI-RIIC). He received his B.Sc. in Physics from Utkal University, Odisha in 2006 and M.Sc. in Physics from National Institute of Technology (NIT), Rourkela in 2008. His M.Sc. Project was on “Structural, Dielectric and Electrical studies of Pb1-xCaxTiO3 thin films and Ba1-xCaxTiO3 bulk materials”. He has completed one year Post M.Sc. R&D Project at Institute of Minerals and Materials Technology, CSIR, Bhubaneswar on "Development of Intermediate Temperature Solid Oxide Fuel Cell (IT-SOFC) by low cost Ceramic Processing Technique" before joining GERMI.
He has qualified GATE (Physics) with AIR-492 and UGC-CSIR-NET (LS) (Physical Sciences) with AIR-113. He has joined the Doctoral Programme of the School of Solar Energy, Pandit Deendayal Petroleum University (PDPU), Gandhinagar from January 2010. He has published two papers in International Peer-Reviewed Journals and currently working on (1) Development of Graphene as an alternative to Transparent and Conductive Oxide (TCO) for Solar Cell Applications, and (2) Theoretical study of Schottky-Barrier Solar Cell under high level injection.

Mr. Sagarkumar Agravat is Scientist in Solar Energy Research Wing of GERMI, Research, Innovation and Incubation Centre, Gandhinagar, Gujarat, India. Mr. Agravat started his career as scientist with Sardar Patel Renewable Energy Research Institute, Vallabh Vidyanagar, where he worked for a couple of good projects sponsored by Ministry of New and Renewable Energy, Indian Council for Agricultural Research and Bureau of Standards for solar thermal and photovoltaic R&D, testing and demonstration.
Mr. Agravat is having a Masters in Solid State Electronics and is a certified project manager and is a Ph.D. aspirant. His research interest is in development of organic photoconductors. Mr. Agravat has some very good research publications in leading national and international journals. Currently he is involved as trainer during solar technical training programmes organized by GERMI Training and Development Centre and in couple of utility scale grid – connected power projects where GERMI is providing consultancy.

Ms. Narinderjit Kaur Sethi is Projects Officer with Gujarat Energy Research and Management Institute. Ms. Narinderjitkaur Sethi has rich and varied experience and has served UN agency, International as well as the National Non-Government agencies like UNICEF, Spanish Red Cross, Water and Sanitation Management Organisation and Handicap International on the issue of Primary Education, Health, Natural Resource Management, Water Resource Management, Mainstreaming Disability Issues, Inclusion of Persons with Disabilities .She is a skilled resource in community mobilization initiatives and Participatory Rural Appraisals.
Her Bachelors qualification is in Arts (Psychology) with distinction and has a Masters is in Social Sciences from M. S. University of Vadodara. She also holds a Post Graduate Diploma in Industrial Relations and Personnel Management and is presently pursuing Masters in Business Management.

Ms. Madhu Choudhary joined GERMI in the year 2008 and since then worked on various developmental projects of GERMI. She was involved in the New Projects Team of GERMI working on establishing GERMI Research Innovation and Incubation Centre and GERMI Training and Development Centre which involved liaisoning with various Government organizations and departments and coordination with outside consultants hired by GERMI, with an objective of doing the initial feasibility study for establishing these centres and then preparation of the business plan for the Research centre and the Training Centre of GERMI. She also coordinated with various US Universities, for developing international relations of Pandit Deendayal Petroleum University (PDPU) and for inviting them to do various collaborative projects at PDPU.
Currently she is a part of the Solar Energy Consulting Team of GERMI and working on various Solar Energy Consultancy projects received by GERMI from different clients, for advising them for developing ground mounted or rooftop solar power plants in Gujarat. She is working on project management as well as financial/commercial planning of these consultancy projects.
She completed her Masters degree in Business Administration from Gujarat University in the year 2008 and currently she is pursuing Chartered Financial Analyst Course as a CFA Institute (USA) Candidate.

Mr. Niraj Bhavsar is the Superintendent (Finance & Accounts) of Gujarat Energy Research and Management Institute.

Mr. Prashant Gopiyani is working as Stenographer to Director in GERMI, Research, Innovation and Incubation Centre, Gandhinagar, Gujarat, India. He worked 10 years with Cargo Motors Pvt. Ltd. as Assistant to Project In-charge at Reliance Industries Limited, Jamnagar and 2 years as Assistant to Vice President-Commercial, Reliance Industries Ltd (through consultancy), Jamnagar.
He holds post graduate degree in literature from Saurashtra University, Rajkot and completed Stenography-Eng. course from I.T.I Jamnagar. He also holds degree of Diploma in Computer Science from Saurashtra University, Rajkot and Completed his PGDBA with Specialization in Human Resource from MITSDE, Pune
